Consular registration
- Any Moroccan national born abroad, independently of her/his sex, age or marital status must be registered in the Moroccan consular service where he/she resides. This operation of inscription is known as “Consular Registration”. Only registered people may benefit from the consular services, such as the establishment of the ID, the Biometric Passport (BP), etc…
- A certificate of registration will be issued upon the consular registration. The applicant must come in person for the registration.
Required documents
- Passport (original + photocopy) + ID or receipt of the ID (Original + photocopy) for the adults over 18 years, and an ID or a receipt of ID for the minors 12 years or older. The minors, who are not in possession of ID or the receipt of ID, must provide a copy of the Moroccan family record book or a birth certificate that is less than one-year-old.
- The minors of less than 18 years must be accompanied or authorized by his/her legal representative;
- Proof of legal residence (Residence Permit Card, Indefinite Leave to Remain, Study Visa, Work permit, foreign identity card or foreign passport), or any official document with current address on it.
- If the document presented does not state the current address, a proof of residence must be provided (certificate of residence, contract of Lease/rent, water & electricity bill, or landline telephone invoice or proof of accommodation contract legalized by the Consular Services or local authorities). The minors who are not in possession of a document to proof their residency, must provide photocopy of the identity card of her/his guardian (father, mother or legal guardian) as proof of residence;
- Two photos in colour on a white background or blue screen (4 X 3 cm);
- The presence of the applicant is mandatory;
- Certificate of schooling for the minors (optional).
- The registration of the newcomers or similar cases, whose situation of stay is in the course of regularization, is subjected to the appreciation of the Consular Officer.
Procedure
- To fill and sign the form of registration;
- To present the originals of the documents + photocopies.
Observations
- Any important modification occurring in the personal, family or professional situation as of the address must be communicated to the appropriate Consular Service. The change of this data is free of charge.
- However, the issuance of a new certificate of registration with the new changes may result in the payment of the Chancery fees.
- In the event of moving or re-registering at the consular office district, you must come in person to the Consular Service, providing the new residence document for carrying out the registration process. (See jurisdictions of the consular districts).
The documents required for consular registration are the same ones as for the first registration. - There is an automatic cancellation of the registration with a consular service in case of death, change of residence outside the consular district, or following a definitive return to Morocco.
Consular certificate of registration
- The certificate of registration is issued to all Moroccans registered with the consular services, on their request.
- In Morocco, the certificate of registration is required for obtaining the ID, the biometric passport and various services granted by the Moroccan Administration Moroccans residing abroad MRA (facilities and customs advantages, etc)
- If the interested party is not registered : he/she should carry out the registration at the appropriate consular Service;
- If the interested party is already registered, he/she should bring up to date his/her data its consular file by providing the following necessary documents:
- ID;
- Valid residence permit;
- Recent document with the proof of residence and address (original + copy);
- Telephone number and/or e-mail address.
Delivery of the CNIE for the first time
The Procedure
- A certificate of registration for the Establishment of the (CNIE);
- Personally present at the service of the (CNIE), along with the required documents;
- After depositing the application, a receipt is issued to the person concerned. This receipt will be required for the withdrawal of the (CNIE).
- The statement of fingerprints:
- Fingerprints of the interested party are taken by the Consular Service in the following cases:
- request of the CNIE for the first time;
- When the old CNIE has to be replaced with a new electronic identity card;
- In the event of deterioration, loss or destruction of the National identity card.
Required Documents
- Certificate of consular Registration holding current address of the applicant, issued by the consular service (see consular registration);
- A copy of the page of of the family booklet of the person concerned, with the introduction of the booklet* (This document must include the name and surname of the applicant and names of the parents in Arabic language and in Latin characters (the former "booklet of Identity and Civil Status" is not accepted). **: These documents must be issued by the Moroccan authorities and dated less than six months; name and surname of the person must be mentioned, as well as details of the parents in the Arabic language and in Latin characters), or ;
- A full copy of the birth Certificate** or;
- An extract of an act of birth**;
- Four recent colour identity photographs on a white background, with the format 3.5 cm x 4.5 cm, the face uncovered and without dark glasses;
- For the request of the inclusion of the Optional reference "wife", "widow" or "widower" the applicant must produce, according to the case, the following documents:
- A certified copy of the original of marriage certificate;
- An extract of the act of birth of the husband;
- An extract of the act of death of the spouse;
- Amplification or a certified copy of the act granting the Moroccan nationality is required for foreigners having acquired Moroccan nationality and for the children born of a foreign father and a Moroccan mother before the 2nd of April 2007.
Renewal of the CNIE
Documents required
- In the event of expiry of validity:
- A certificate of consular registration with the current address of the person concerned;
- Two recent identity photographs in colour, on a white background, and having 3.5 cm x 4.5 cm format;
- Restitution of the former CNIE.
- In the event of a change of address:
- A certificate of registration consular with the new address of the person concerned;
- Two recent identity photographs in colour, on a white background, Format 3.5 cm X 4.5 cm;
- Restitution of the former CNIE (original).
- In the event of deterioration, lost or stolen documents:
- A declaration must be deposited to the agent in charge of CNIE;
- A certificate of consular registration, indicating the current address of the person concerned;
- Two recent identity photographs of face, in colour, on a white background, with 3.5 cm x 4.5 cm format.
- (Uncovered face and without dark glasses).
- In the event of modification of the first name, correction of names or date of birth, the act of the marital status or filiations:
- A consular certificate of registration indicating the current address of the interested party;
- Two recent passport photographs of face, in colour, on clear background, of format 3,5 cm times 4,5 cm;
- Restitution of the original CNIE;
- Administrative or legal documents justifying the modifications.
Withdrawal of the CNIE
- The Electronic National Identity Card must be withdrawn by the interested party in person or by his legal representative.
Documents required
- Receipt of CNIE application;
- For the minors and people under supervision: An identity card is required if the withdrawal is carried out by the father, mother or legal guardian;
- A document in proof of supervision is necessary if the guardian is not the father or mother of the interested minor.
- As the introduction of the receipt is obligatory for the withdrawal of the CNIE, any loss of the aforesaid receipt requires the production of a declaration of loss legalized by the Consular Service concerned or local authorities.
Delivery of the biometric passport
- The biometric passport is an individual travel document. It is delivered without condition of age to any Moroccan citizen who requests it, except in cases of which a court order states otherwise.
- The biometric passport has validity of 5 years for adults and 3 years for children of less than three years old;
- The biometric passport is not extendible;
- The biometric passport is delivered on request of interested party or its legal representative in case of minors or persons placed under supervision.However, Moroccan citizens can establish or renew the passports of their minor children without requiring the prior consent of their father, unless there is a judicial decision opposing it and which would have been notified to the competent authority prior to the formulation of the passport applications of the minors concerned.
- The biometric passport request is lodged at the Consular Service against a proof of receipt;
- For the adults, the biometric passport is established on the basis of the ID or a receipt of the request for getting the ID, delivered by the qualified Consular Service.
- For the minors of less than 12 years, who do not have an ID, the biometric passport will be established on the basis of birth certificate;
- The minors from 12 to 18 years old, not holders of an ID, who wish to obtain a passport,are invited to present themselves, at the Consular Service at the place of their residences, for fingerprints to be taken.
Procedure
- The file of the request of the biometric passport is deposited, against receipt, by the interested party, his representative or his legal guardian at the Consular Service of the place of residence.
- The presence of the applicant is obligatory at the time of the request;
- The minors must be accompanied by their representatives or legal guardians.
- The representative or the legal guardian must provide:
- His/her CNIE (Original + photocopy);
- A document in proof of the quality of legal representative if it is about a person other than the father or the mother;
- The receipt will be required during the withdrawal of the passport.
- In the event of deterioration, of loss of the old passport: it must be produced a declaration by the interested party, his guardian or his legal representative, legalized by the Consular Services or local authorities.
Required documents
- The case of an adult person
- Updated consular registration;
- A valid CNIE (original + photocopy) or a photocopy of the receipt of application for the delivery or renewal of the CNIE.
- In the event of submitting the CNIE application receipt, the interested party must also provide a birth certificate or an integral copy of the birth certificate less than 6 months old;
- Two identical and recent passport photographs on white background or light blue background of format 35 mm X 45 mm;
- Case of adult person under guardianship
- In addition to the documents for the major person:
- Identity document of the legal representative (original + copy);
- A document in proof of the quality of legal representative and bond with the person under supervision, if it is about a legal representative other than that of the father or mother;
- Obligatory presence of the person under supervision and his/her legal representative.
- The Case of a minor aged between 12 and 18 years:
- An updated Consular registration;
- A valid CNIE (original + copy) or a photocopy of the receipt of application for the delivery or the renewal of the ID.
- In the event of Introduction of the receipt of application of the CNIE, the interested party must also provide a birth certificate or an integral copy of the birth certificate, less than 6 months old;
- Two identical and recent passport photographs on white or light blue background in a 35 mm X 45 mm format;
- In the event of renewal, the old passport must be provided.
- The Case of minors of less than 12 years of age:
- Registration at the qualified Consular Service;
- A birth certificate or an integral copy of the birth certificate, less than 6 months old,or copies of family record book (the old “booklet of identity and marital status” is not accepted).
- This document must mention the full name of interested and the names of his/her parents in Arabic language and Latin characters.
- Two identical and recent passport photographs on white or light blue background of format 35 mm X 45 mm.
In the case of a renewal, the old passport must be presented.
Withdrawal of the biometric passport
The biometric passport must be withdrawn personally by the holder or through depositing the file of request by his/her legal representative, upon illustrating the receipt and a document of identity.
Laissez-passer / Travel pass
- The Laissez-passer / Travel pass is a travel document of short duration, not exceeding one month.
- In exceptional circumstances, a person not having valid passport or having lost its passport will be given a Laissez-passer / Travel pass to enable him to return to Morocco.
- The identity and the Moroccan nationality of the applicant will be verified and established prior to the issue of Laissez-passer / Travel pass.
- The pass is valid for a one-way (to return to Morocco).
- If the applicant’s passport is expired, the aforementioned passport must be submitted to the consular service for cancellation prior to the issue of the Laissez-passer / Travel pass.
Required documents
- Any original document that likely proves the Moroccan nationality (ID or old passport);
- For the minors (under the age of 18 years who do not have an ID), a birth certificate, an individual record sheet of marital status or the family record book and must be accompanied by the legal representative who should provided an ID card and a residence permit;
- 2 identity card photos in colour on a white background (4x3cm),
- Report of loss or stolen passport, if this is the case.
In the absence of documents that prove the Moroccan nationality of the interested party, an act of fingerprints will be carried out by the consular services or the local police force, accompanied by an information sheet with photo, with the proper Moroccan identification document.
Legalization of signatures and Certificate of conformity
Required documents
- For the legalization of signature of the authorities, the followings are required:
- Identity document of the applicant;
- Original document to legalize;
- For the legalization of signature on procurement, declarations and various documents:
- Consular registration, if the interested party resides in the district;
- CNIE or Passport;
- Power of attorney, declaration or document to be legalized;
- Compulsory presence and signature of applicant in front of the consular agent.
Important: The procurement relating to the real-estate transactions can be established only in front of the adouls, notaries or lawyers (see heading “Procurement Adoulaire”).
The power of attorney must indicate the surname, the first name, the number of the identity document and the address of the applicant.
Civil status
Birth transcript on the register of civil status and the family record book
Procedure
- The transcription of birth certificate is issued by the consular service where the birth of the new born took place. It is made by the next of kin of the new born in the following order: The father or the mother, the testamentary guardian, the brother, the nephew or by any person duly mandated for this purpose.
Required documents
I - Child born to a Moroccan father
- Consular registration of parents is required if they reside in the consular district;
- Family booklet or Moroccan identity and civil status booklet (in case of absence, a written promise to present this booklet as soon as possible is required);
- Complete copy of the birth certificate of the child issued by a competent local authority of the country of birth;
- Extract from the birth certificate of the mother of the child or a copy of the Moroccan family book of the spouse or the ID;
- Copy of the ID card of the father;
- Marriage certificate (Original + Copy);
- Identity card of the person making the declaration;
II - Child born to a Moroccan mother and a foreign father
- Certificate of nationality for a child born before 2 April 2007;
- Consular registration of the mother if she lives within the consular district;
- Complete copy of the birth certificate of the child issued by a competent local authority of the country of birth;
- Complete copy of the birth certificate of the mother or her CNIE;
- Identity document or any document mentioning the parentage of the father;
- Marriage certificate (Original + Copy) (if applicable);
- Identity card of the person making the declaration.
III - Child born to a single mother
- Consular registration of the mother if she lives in the consular district;
- Complete copy of the birth certificate of the child issued by a competent local authority of the country of birth;
- Complete recent copy of the mother's birth certificate;
- ID of the mother;
IV - Child born out of wedlock (marriage)
- Consular registration of the mother if she lives in the consular district;
- Complete copy of the birth certificate of the child issued by a competent local authority of the country of birth;
- Complete copies of birth certificates of mother and father (in Arabic and French);
- Act of recognition of paternity (Istilhaq);
- Identity documents of both parents.
