
KINGDOM OF MOROCCO

AND MOROCCAN EXPATRIATES
1961: Establishment of diplomatic relations between Morocco and Vietnam ;
2004: Prime Minister Phan Van Khai's visit to Morocco officially sealed a new beginning of the Moroccan-Vietnamese relations. Several agreements, covering various areas of cooperation, were signed by both parties during that visit;
2005: The opening of the Vietnamese Embassy in Rabat, inaugurated by the President of the Vietnamese National Assembly, Mr. Nguyen Van Son, during his visit to Morocco;
2006: Opening of the Embassy of the Kingdom of Morocco in Hanoi, inaugurated by Mr. Taib Fassi Fihri, former Minister Delegate for Foreign Affairs and Cooperation.
The political relations between the two countries have witnessed important development, thanks to the ascending pace of high level delegations exchange, on the governmental and parliamentary level. In this regard, the latest visit of Mr. Phung Quoc Hien, Vice-President of the National Assembly of Vietnam to Morocco, in july 2017, and the visit of the President of the House of Representatives of the Parliament of the Kingdom of Morocco, Mr. Habib El Malki to Vietnam, in December 2017, were the latest major milestone in fostering the political and parliamentary cooperation between the two countries.
Morocco and Vietnam maintains regular consultations, through the Joint Commission of Cooperation (JCC). The two countries held 4 sessions of JCC and 5 sessions of political consultations:
- 1st JCC was held on 17th March 2008, in Rabat;
- 2nd JCC was held on 24 Mai 2011, in Hanoi;
- 3rd JCC was held on 09 December 2013, in Rabat.
- 4th JCC was held on 24 April 2018, in Hanoi.
Legal framework:
Bilateral relations are regulated by a number of agreements, including:
- Agreement on Economic, Cultural, Scientific and Technical Cooperation, signed in 2006;
- Memorandum of Understanding between the CGEM and the Vietnam Chamber of Commerce and Industry, signed in 2006;
- Memorandum of Understanding between the Moroccan Agency, Maghreb Arab Press (MAP) and the Vietnamese News Agency (AVI), signed in 2010;
- Agreement in the field of tourism, signed in 2012;
- Agreement on the Promotion and Protection of Investments, signed in June 2012;
- Commercial Agreement, signed in 2001.
